Protection, access and accountability.
These are the proposal's objectives. They are not claims of endorsement by a court, humanitarian agency or Palestinian organisation.
Protect Palestinian children and civilians
Call on relevant authorities and parties to comply with applicable international humanitarian law and protect civilian life. The proposal rejects collective blame, hatred and attacks on civilians.
Enable humanitarian access and medical care
Call for the effective delivery of food, water, medicine and other essential assistance, and for the protection of healthcare, aid workers and essential infrastructure.
Support lawful accountability
Call on responsible authorities to comply with applicable court orders, preserve evidence and support appropriate independent investigation and accountability processes.
Read the foundations and their limits
The evidence page identifies humanitarian reporting, provisional-measures orders and the separate 2024 ICJ advisory opinion. These documents have different purposes. The campaign does not present them as legal permission to stop work.
No one-month ultimatum or automatic escalation is currently agreed. Any future institutional request and review period must be set out in the reviewed plan.
